Animte box-shadow with transitions causes flickering effect

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
.button {
    background-color: red
    box-shadow: inset 0 0 0 0 blue;
    transition: box-shadow ease 0.3s !important;

    &:hover {
        box-shadow: inset 200px 0 0 0 blue;
    }
}

What is the expected behavior?
A blue box-shadow sliding from left to right

What went wrong?
The animation is flickering, while it works smooth in Firefox, for example

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0

Unable to reproduce the issue on reported version 61.0.3163.100, latest stable 62.0.3202.62 and latest Canary 64.0.3250.0 Using windows 10 with "backgroud_color" file.

@ strokesws: Could you please provide sample test file, that would help in triaging the issue from TE-End

Unable to reproduce the issue on latest stable M62 #62.0.3202.94 and canary M64 #64.0.3284.0 on windows 10 & 7 .

Marking it as won't fix , as there is no update from user from long duration.

Please feel free to raise  a new issue , if any issues in latest chrome channels .
