Add handle<native> type and disallow handle without a subtype |

Issue descriptionIn practice, it seems like all use of the bare handle type are for platform handles. It would be a nice improvement from a typing perspective if mojom required this to be explicitly written as handle<native>, so it's clear it can't be any other type of Mojo handle.
