Network Offline toggle flaky

Chrome Version: 61.0.3163.100
OS: Mac OS X

What steps will reproduce the problem?
(1) Open a new tab
(2) Open devtools -> Network -> check Offline checkbox
(3) Load a page (eg: docs.google.com with offline enabled)

What is the expected result?
The page should load from AppCache

What happens instead?
The page seems to be loading from the server, but then immediately loses connection.

ralphch@ are you still able to reproduce this? Does this only happen on AppCache pages? Does docs still use AppCache?

When I load docs.google.com in DevTools offline mode, nothing is loaded.
