the default search engine url is not changing

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. got to setting
2.open select search engine 

3.change default search engine

What is the expected behavior?
change of default search engine

What went wrong?
cannot be changed

Did this work before? N/A 

Chrome version: 62.0.3202.62  Channel: stable
OS Version: 10.0

Unable to reproduce this issue on reported version 62.0.3202.62 and on latest canary 64.0.3250.0 using Windows 10 with below steps. Attaching screencast for reference.

1.Launched chrome and navigated to settings>Search Engines
2.Changed Default search engine from Google to Bing.
3.Opened New tab and observed change of default search engine.

@Reporter: Could you please check the issue on fresh profile which doesn't have any apps/extensions added. Please report back if issue still persists.
