Missing tabs & window controls on OSX full desktop mode

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Open two Chrome windows
2. Set the second one as a full screen app (CTRL + CMD + F)
3. See the missing tabs

What is the expected behavior?
Set Chrome as a full screen app, but keep displaying the tabs & window controls (red, orange & green dots).

What went wrong?
Tabs & window controls are missing.

Did this work before? N/A 

Chrome version: 62.0.3202.62  Channel: stable
OS Version: OS X 10.12.6
