Could not switch to russian keyboard password input boxes on MacOS

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36 Steps to reproduce the problem: 1. The system should contains 2 keyboard layout, USA and Russian 2. Focus in password field and try to switch keyboard layout to Russian - it's not possible, only USA keyboard layout will be present in list What is the expected behavior? input field with type password should give ability to switch between language (keyboard layout) What went wrong? Able to reproduce this issue on reported version 62.0.3202.62 and on latest canary 64.0.3251.0 using Mac 10.12.6 with steps mentioned in comment#0. Issue happens with all password fields. Observations: ============ 1. Issue is not applicable to Linux and Windows. 2. Issue is seen in firefox as well. This issue is seen from M50.[50.0.2661.54]. Hence considering this issue as Non-regression and marking as Untriaged.

Is this Secure Event Input related? https://developer.apple.com/library/content/technotes/tn2150/_index.html (does the same work or does not on Safari?)
