[sensor] An outdated reading is reported on repeated start

Steps to reproduce:
1) cache the reading values of an activated sensor object
2) stop the sensor object
3) wait a while
4) start the object again
5) the first newly received reading values from the object still remain the same as the cached ones

[Sensors] Clear reading cache after all the sensor instances are stopped

Otherwise a sensor object when it starts again can report an outdated reading.
