What steps will reproduce the problem?
1. Launch chrome, navigate to above url.
2. Now scroll down the page until '360 degree' video thumbnail is seen.
3. Now right click on tab strip and select 'Duplicate' tab option,observe.
4. Perform step 3 twice or thrice

Actual: Flickering of page is seen on top area after duplicating tab
Expected: Flickering of page should not be seen on top area after duplicating tab

This is regression issue, broken in ‘M 60’ and below is the Narrow bisect results:
Good build:60.0.3097.0 (Revision: 471159)
Bad build: 60.0.3098.0 (Revision: 471507)
