Regression: 'Unpacked extension' tooltip is seen even if right click context menu is opened on 'Browser sample' extension.

Chrome Version: 63.0.3239.18 Revision 975787a36cf8dbe16eaf42134aaee20fe9504ba2-refs/branch-heads/3239@{#188}(32/64 bit)
OS: Windows(7,8,10), Mac(10.12.6, 10.13.1) and Linux(14.04 LTS).

Pre-condition: 1. Enabled 'Enable Material Design extensions' flag from chrome://flags
               2. Add 'Browser sample' third party extension from 'Load unpacked extension'.

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://extensions page.
(2) Hover mouse on 'Browser sample' extension('Unpacked extension' tooltip is seen) then right click 
(3) Observe tooltip

Actual: 'Unpacked extension' tooltip is seen even if right click context menu is opened.

Expected: 'Unpacked extension' tooltip should not seen after opening context menu.

This is a regression issue, broken in 'M-62', will soon update the other info:

You are probably looking for a change made after 494615 (known good), but no later than 494616 (first known bad).

We keep the hover state on right click for interop purposes. This text in MD design is shown via a hovering state.
