OpenType values for Typographic strikeout and underline does not work in Chrome

Issue description

Chrome Version       : Version 62.0.3202.62 (Offizieller Build) (64-Bit)>
URLs (if applicable) :
Other browsers tested: ok
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox: 48.0.2
         IE:

What steps will reproduce the problem?
(1) CSS:  text-decoration: underline; and text-decoration: line-through;


What is the expected result?
Underline like in font table 'post': Underline Thickness
strikeout like in font table 'OS/2': yStrikeoutPosition

What happens instead?
Please have a look to the attached screenshot. In Chrome everything has the same thickness, but actually the font has different values, like you can see on the right side (FireFox).

Summary: OpenType values for Typographic strikeout and underline does not work in Chrome (was: Typographic strikeout and underline does not work in Chrome.)
As mentioned in our earlier discussion: Yes, we currently do not take these values into account because they are often buggy in the font. However, seeing that FF uses them, perhaps we can figure out how FF determines whether the values in the font are useful.
