Chrome Version: 63.0.3239.18 (Official Build)975787a36cf8dbe16eaf42134aaee20fe9504ba2-refs/branch-heads/3239@{#188} 32/64-bit.
OS:  Win(7,8,10), Mac(10.12.6, 10.13.1) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, go to Web store and navigate to chrome://settings/search and select 'Bing' 
2. Open NTP and click on Web-Store Thumbnail (from Bing home page) 
4. Click on back navigation arrow of browser and observe

Actual: Browser doesn't navigate back to Bing home page at first instance
Expected: Browser should navigate to Bing home page

This is an Non-Regression issue seen from M-45
