Duplicate Mapping Ctrl+Shift+M

Using group policy settings? No

It's just annoying that Ctrl+Shift+M is mapped to User-Management-Button on top of the Window and if you focus DevTools its used to Toggle Device Toolbar. It would be nice to have a separate shortcut to the latter which works if DevTools are not open!
