Regression : Hand pointer doesn't disappears in 'Performance' section of devtools.

Issue description

Version: 63.0.3239.18 (32/64-bit)975787a36cf8dbe16eaf42134aaee20fe9504ba2-refs/branch-heads/3239@{#188}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Performance' section and record some activity.
3. Now under 'Main' expand icon drag elements to side and bring blank white background and hover mouse cursor over expand icon and bring it downwards,observe

Actual: Hand pointer doesn't disappears after moving it away from expand arrow icon
Expected: Hand pointer should disappears after moving it away from expand arrow icon

This is regression issue, broken in ‘M 57’ and below is the bisect results:
Good build:56.0.2897.0 (Revision: 426674)
Bad build: 56.0.2899.0 (Revision: 426989)

You are probably looking for a change made after 426720 (known good), but no lat
er than 426721 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
