Tap voice input icon will display HW panel when last opening hw panel from main keyboard menu list

version 60.0.3112.114 (officail build) unknown (64 bit)
Platform 9592.91.0（official build) dev-channel clapper test 
Firmware Google_clapper.5216.199.7


REPRO STEPS:
1.Open Hw panel from Keyboard menu list
2.Hide keyboard, 
3.Tap voice input icon from Opt-in menu list


Actual:
Voice input icon displayed in HW panel ; 

Note:
Not repro for open Emoji panel 
If open HW panel from opt-in menu ,then hide keyboard, then tap
voice input icon in opt-in menu , this issue not repro

This issue also repro in 64 kevin version;

If stop the voice input in hw panel , then hw panel not works, back to main keyboard, keyboard not works ; (except latin languages; repro for cjk and hindi & hebrew keyboards)

Still repro in 10/30 updated version;
