Regression:Screenshot overlay doesn't appear properly on mouse hover in performance section of devtools.

Issue description

Chrome Version:63.0.3239.18 (Official Build)Revision 975787a36cf8dbe16eaf42134aaee20fe9504ba2-refs/branch-heads/3239@{#188} (32/64-bit)
OS:Win(7,8,10), Mac(10.12.6, 10.13.1) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/
(2)Open devtools and dock to right, click on 'performance' option.
(3)Click on 'reload button' ,now hover mouse on screenshots and observe

Actual: Screenshot overlay doesn't appear properly on mouse hover.

Expected: Screenshot overlay should be properly displayed on mouse hover.

This is a regression issue broken in 'M60' and below is the manual bisect info.
Good Build: 60.0.3081.0

You are probably looking for a change made after 467201 (known good), but no lat
er than 467202 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.
