Rendering of all windows stops when waiting for credentials to view password in settings

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Play a YouTube video or something

2. In a new window, placed so you can see both windows, open chrome://settings/passwords

3. Click "details" on a password, then click the eye to view the password.  Note that the youtube video hangs.  If you resize the video's window while the credential dialog is open, the UI won't render, either.

What is the expected behavior?
Rendering continues, especially in other windows.  For computers with multiple displays, this doesn't seem like an unreasonable request. 

What went wrong?
Rendering stops, of both webpage content and UI while the Windows credential-collecting window is present.

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 27.0 r0

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #61.0.3163.100 and latest canary #64.0.3250.0.
This is a non-regression issue as it is observed from M50 old builds. 

Note: From M-58 and older builds, the eye icon is not present on clicking the password in order to view the password. Attached a screencast for reference. But the youtube video hangs on other window.

Hence, marking it as untriaged to get more inputs from dev team.
