Rendering of all windows stops when waiting for credentials to view password in settings

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: 1. Play a YouTube video or something 2. In a new window, placed so you can see both windows, open chrome://settings/passwords 3. Click "details" on a password, then click the eye to view the password. Note that the youtube video hangs. If you resize the video's window while the credential dialog is open, the UI won't render, either. What is the expected behavior? Rendering continues, especially in other windows. For computers with multiple displays, this doesn't seem like an unreasonable request. What went wrong? Rendering stops, of both webpage content and UI while the Windows credential-collecting window is present. Did this work before?
