Editing Tab Titles

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open a tab or the developer tools window.
2. You'll see no built-in way to edit the tab title.

What is the expected behavior?
The tab title of the developer tools window and browser tabs should be editable to facilitate easier tracking.

What went wrong?
This is less of a bug report and more of a feature request.

As a developer, I often work with multiple instances of the same page (same URL) but in different states (usually session-dependent ex., logged-in vs not). Without being able to rename/mark tabs to indicate their "state", it is quite hard to keep track of all of them. 

There are extensions that allow editing of tab titles but I haven't come across one that targets the Developer Tools window which is even harder to track as it uses "Developer Tools - <URL>" for its title instead of the corresponding page's title.
