Deprecated language code "mo" and "sh"

Project Member Reported by takaoka@google.com, Oct 25 2017

Issue description

As of writing, kAcceptLanguageList[] in ui/base/l10n/l10n_utils.cc contains obsolete languages code "mo" (Moldavian) and "sh" (Serbo-Croatian).

http://www.loc.gov/standards/iso639-2/php/code_changes.php
https://en.wikipedia.org/wiki/Moldovan_language
https://en.wikipedia.org/wiki/Serbo-Croatian

The Moldavian "mo" can be replaced with "ro-MD" Romanian (Moldova).

The Serbo-Croatian "sh" can be replaced with "sr-Latn" Serbian (Latin) or "sr-Latn-*" where * can be BA, ME, RS, XK.

Sorry, I think you have the wrong person; I don't work on localization.

Updating the component to have this triaged by Localization folks.

This is not a localization bug. Actually, this seems to be more of a suggestion than a Chromium bug.

Apologies but I don't think we can answer for this suggestion. Also, I'm not sure whom to triage this to since it's not a bug. Perhaps there's another, more appropriate window to present this suggestion?
