Get better cheets test coverage

We have a bunch of tests sitting in bvt-perbuild that are not getting as much love as possible. 

I want to move the non-performance ones to bvt-arc 

I will move some of them straight to bvt-arc.

These tests need some work before they can be moved

#1 is definitely causing eve-release to fail:
 - https://bugs.chromium.org/p/chromium/issues/detail?id=789461 (but fix should be trivial)

And I have the feeling that this is causing some suite timeouts:
