Reverse the order of log messages appear on chrome://interventions-internals

The log messages of Previews navigations and Previews decisions made on chrome://interventions-internals can be flooded, and it can be hard for developers to find the new log messages without having to scroll all the way down the bottom.

Reverse the order of log messages so that new messages appear on the top of the log table. In addition, add a "Clear log" button to clear out all log messages in the UI.
