Steps to reproduce the problem:
1. Log out of Chrome OS
2. Look for '3 dots' (more) to add supervised user
3. It's not there and a supervised user cannot be added as your tutorials advise. 

What is the expected behavior?
be able to add supervised user

What went wrong?
The means to ad supervised user in this build isn't there. If it has moved, it is necessary to share that with the public.

This thing is worthless to me without the supervised user capability.
