Access to camera denied instead of permission dialog

Issue started between revision 510896 (known good) and 510906 (known bad). Tested on Linux but might be on all platforms.

What steps will reproduce the problem?
(1) Navigate to https://jsfiddle.net/5z5c7vxm/3/
(2) Click Start

What is the expected result?
Dialog should appear to ask for permission to access camera.

What happens instead?
Permission denied errors.

This is WAI - we've deprecated mic/camera usage from cross-origin iframes unless a feature policy is specified: https://groups.google.com/a/chromium.org/forum/#!topic/blink-dev/mG6vL09JMOQ

The console message also provides more information. You can disable the feature (for testing purposes) with --disable-features=UseFeaturePolicyForPermissions

However, it would also be good to reach out to jsfiddle to let them know to update their code. I'll send mail.
