Unable to remove a language from chrome://settings/languages UI

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: In my current instance of Chrome, I have 3 languages: English (United States), English, and Vietnamese. When I try to remove Vietnamese using the menu action 'Remove', nothing happens. What is the expected behavior? I would expect that the Vietnamese entry in the UI would be removed. What went wrong? The Vietnamese entry in the UI can't be removed. Did this work before? N/A Chrome version: 61.0.3163.100 Channel: n/a OS Version: OS X 10.12.6 Flash Version: Shockwave Flash 27.0 r0

Please note, I tried this in a different profile and was able to add Vietnamese and remove it successfully. So I'm not sure how easy it is to reproduce.

I see something similar. I added Russian and was able to successfully remove it. However, I can't remove "English" (not "English (United States)"), although it has this option in the three-dot menu. Moreover, if I try to remove "English", it jumps to the second position in the list.
