ChromeOS feature request: Prevent users from rotating the screen on Chromebooks

Issue description

Summary: 
Customer wants to prevent users from using the screen rotation feature on Chromebooks, he wants to block that for them.

Use case / Motivation:

Customer wants them to stop rotating the screen, could be used as jokes among students and customer just wants to disable this for them.

## Motivation ##
They have a school and they use the devices for learning purposes and don't want the kids to misuse the devices and basically they want to prevent them from getting distracted or causing troubles in classes with this type of feature.

Existing workarounds:
At the moment there is no workaround for this.

Note that if customers sets the default orientation device policy the device should return to that orientation on user logout / reboot. Does that solve customer use case?
I suppose the customer wants fixed orientation during user session so students won't be able to change it by rotating chromebooks.

Let's start by explaining to customer what we can do today as a possible solution. If customer insists that's not sufficient then we can keep this FR.
