Task Manager CPU column needs more precision

Issue description

Currently the Task Manager shows CPU utilization for each process to within 0.1%, leaving the false impression that processes with "0.0%" are using no CPU at all. In fact these processes can (and do) use up to 0.04% CPU. If these tabs average 0.03%, 30 of them add up to a constant 1% CPU drain whereas the Task Manager says they cost nothing.

The CPU utilization column should instead show values down to 0.01%.
