Regression : No proper space is seen between 'Mobile data' and 'No mobile network available' at Uber Tray

Chrome Version: 64.0.3246.0/10062.0.0 dev-channel Celes,Peppy and Paine
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Insert Mobile Dongle and ensure it is connected
(2)Now click on Uber Tray -> Select 'Network' option -> observe under 'Mobile data' option dongle is connected 
(3)Now disable 'Mobile data'  -> observe there is no proper space between 'Mobile data' and 'No mobile network available' (Please refer Screenshot)

Expected: proper space should be seen between 'Mobile data' and 'No mobile network available' 
Actual: Instead no proper space is seen between 'Mobile data' and 'No mobile network available' 

This is Regression Issue seen as same is working fine in 64.03241.0/10038.0.0 dev-channel Daisy

I believe this is WAI. This was an intentional change to take up less space when no mobile networks are available.
