Chrome Browser is launching after trying multiple times

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Click on Chrome browser icon
2. Browser icon changes from selected to unselected and is not launched and click again.
3. click multiple times and verify Task Manager- Processes

What is the expected behavior?
Chrome Browser should launch in first attempt.

What went wrong?
After later version update of chrome, chrome browsers is not launching every time.
When trying to launch it with help of chromedriver.exe, getting initialization error.

This could be a latest version update issue. I have tried with restarting my laptop and also by clearing cache.

This issue is only on laptop Windows theme "Windows 7 Basic".
Working fine on "Windows Classic".

Able to repro initially but somehow its working fine on machine restart on reported version 62.0.3202.62 and latest Canary 64.0.3250.0 using Win7 by following below steps

1. Go to Control panel, Under appearence and personalization>> Change the theme to Windows 7 Basic
2. Now click on chrome Icon
3. Chrome launched on first attempt


As per C#1,the issue needs to be checked on Win laptop, which is not available with TE-India Team. Could someone from MTV team look into this issue.

Are you saying that you see a number of chrome.exe processes in Task Manager after these failed starts?

Could you try launching chrome.exe with "--enable-logging=stderr --v=1" on the command line? This may emit some useful log messages. Thanks.
Yes number of chrome.exe processes are started and chrome is not launched.
I could not see any error logs on command line with this command.
Could you let me know the exact command and file format to save into an external file.

No log messages may mean that chrome.exe is trying to rendezvous with an existing browser process, which is hung. Could you use Process Hacker 2 or Process Explorer to look at the running chrome.exe processes? Is one of them clearly a browser process (the parent of all others)? If yes, could you save a memory dump of that process (Process Hacker and Process Explorer each have a context menu to do this) and attach it? Thanks.
