Regression : 'Expand/Collapse Notification' Icon is seen missing for Default Notifications |

Issue descriptionChrome Version: 64.0.3246.0/10062.0.0 dev-channel Celes,Peppy and Paine OS: Chrome What steps will reproduce the problem? (1)Sign in to user which has Sync Passphrase -> In sign-in screen click on Notification and observe for 'Expand/Collapse Notification' Icon at 'now' text(Please refer Video and screenshot) Expected: 'Expand/Collapse Notification' Icon at 'now' text should be seen for Default Notifications Actual: Instead 'Expand/Collapse Notification' Icon at 'now' text is seen missing for Default Notifications This is Regression Issue seen as same is working fine in 64.03241.0/10038.0.0 dev-channel Daisy @Yoshiki: Please confirm the Issue Note : 1.'Expand/Collapse Notification' Icon is seen on second click at 'Notifications' icon 2. This is expected. This icon is seen only on expandable notifications.

C#2> For user which has Sync Passphrase ,Sync Error Notification is expandable notification. In collapse Notification Text is "Chrome OS could not sync your data. please..." (Please refer 'TextInCollpaseNotification' attachment) and whereas in expandable notification Text is "Chrome OS could not sync your data. please update your Sync passphrase" (Please refer 'TextInExpandableNotification' attachment)
