Regression: Twitter page changes their state on exiting any video from full-screen mode.

Issue descriptionChrome Version:63.0.3239.16 (Official Build)429b133a5af5a24d0d81d4a8b6a8f8d7d3385f13-refs/branch-heads/3239@{#157} 32/64-bit. OS: Win(7,8,10), Mac(10.12.6, 10.13.1) and Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, navigate to www.twitter.com and scroll down the page(observe the scroll position). 2. Play any video in full-screen mode and then press 'Esc' key to exit it from full-screen mode. 3. Now observe the scroll position on twitter page. On exiting from full-screen mode, unnecessary page is navigated to top. On exiting from full-screen mode, page should stay on same position. Note: This is working fine in FireFox browser. This is a regression issue, broken in M-58 series, below is manual regression range. Good build: 58.0.2994.0 Bad build: 58.0.2995.0 You are probably looking for a change made after 446642 (known good), but no later than 446643 (first known bad). Trying this on 63.0.3239.59, I don't get the same version of twitter.com. I've seen this "What's happening?" version of twitter several times in reports from etouch.net, but what do I need to do to get this same site? Trying the repro steps on the version of Twitter that I do get, the scroll position changes slightly, but I'm not scrolled to the top of the page as reported. That's very similar to issue 708296 where it turned out to be something that the script of the page was doing. I'm trying to get access to a proxy service so that I can try this with an IP in India, but if there's anything I can do in the meantime, please let me know!
