Chrome Version:63.0.3239.16 (Build official) 429b133a5af5a24d0d81d4a8b6a8f8d7d3385f13-refs/branch-heads/3239@{#157}(32/64 bit).

OS: Windows (7,8,10).

Precondition:Sign in to chrome with an account that has saved passwords.

Steps to reproduce:
1)Launch chrome ,go to 'chrome://settings/languages' and change browser language to french.  
2)Now go to 'chrome://settings/passwords',right click on saved password and observe 'show all saved passwords' option.    

Actual Result:contents on 'chrome://settings/passwords' page does not get translated after changing browser language to french.
Expected Result:contents on 'chrome://settings/passwords' page should get translated after changing browser language to french.

This is non-regression issue seen from 'M-63' i.e #63.0.3225.0 

Note:Issue is not seen on Mac and Linux OS
