git cl split should have a lower bound on CL size |

Issue descriptionI tried using git cl split on a CL that looked like this: 1326 files changed, 2017 insertions(+), 1966 deletions(-) Looking at the scrollback, it proposed splitting the CL into 106 pieces and uploaded quite a few. It would be good to have a lower bound on CL size to avoid creating lots of small CLs. I interrupted it after it uploaded 39 CLs. 7 were +1/-1 lines, and another 16 were <+10/-10 lines.
