What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now drag devtools window to RHS such as only 'Element' section is visible and the select 'Application' section from more options icon >>.
3. Now go to 'Customize and control devtools' and select 'Layers' from 'More tools' and observe blue line under 'Application'

Actual: Blue line under 'Application' tab appears chopped
Expected: Blue line under 'Application' tab should be seen properly

This is a non-regression issue, seen from M-57 series as 'Layers' option appears from build # 57.0.2928.0
