Add sand and poppy to a shard

Issue description

Compare sand device to all the others on paygen_au_canary:

The board regularly aborts tests in this suite because the test is not scheduled and/or finished within 3 hours of the suite being created

Sand is slow because it has no shard.

Summary: Add sand and poppy to a shard (was: Add sand to a shard)
Both poppy and sand need shards:

    poppy
    sand

... It's likely cheaper to do them both at the same time.
