Devtools inspector slow on right monitor of dual screen setup

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Inspect element
2. Wait 2/3 seconds for overlay draw
3. Move window to left monitor, inspector highlight works as expected

What is the expected behavior?
Inspector highlight and edit should be fast/reactive

What went wrong?
Inspector almost unusable. If I change the active window  to something like 500x500 it becomes reactive again. Not affected by scaling.

Did this work before? Yes 

Chrome version: 62.0.3202.62  Channel: stable
OS Version: 10.0
Flash Version: 

A very strange bug. Have tested and noted the following.
Happens regardless of which monitor is primary
What resolution my monitor is set at, except 800x600 is fine (but that's basically unusable)
Edge, FF tools work fine

Other things to note. Graphics drivers updated, cables are all firmly attached, all internal components appear fine on surface.
