GBWB reports error on reload in Web Store

Updating the extension when the Chrome Web Store is open puts an error in the console.

The extension only looks for the "no URL" version of the error (kCannotAccessPage). Its check needs to include the with-URL version too (kCannotAccessPageWithUrl).
