Cannot find any device on Windows

Issue description

Chrome Version: 64.0.3246.0
OS: win10

Open any tab and open MR dialog.

Expect: find one cast device
Actual: no device is found

Mac machine on the same wifi network finds one cast device.

Device is reported by DIAL but we fail to open a cast channel on it. Neither in-browser discovery or extension side discovery can find the device.
