Re-enable password ssh on whirlwind test-ap image

Password-based ssh worked on whirlwind test-ap build R50-7849 but doesn't work on build R63-10007. Certificate-based ssh still works, so that can be used as a work-around, but would be nice to fix password access to avoid developer confusion.
