This is a bug tracker for the Chrome browser, and it doesn't sound like you are reporting an issue about Chrome.

Are you suggesting that a Chrome-related site is not setting headers properly? And is there a specific reason why it would be a problem that content is being cached?
Components: Internals>Network>Cache
This does not refer to a security bug in the Chrome web browser. Chrome respects standard caching directives (although these aren't really security features).

If there is a website that is not sending the caching directives you expect, you'll need to talk to the owner of the site.

If this is related to a chromium.org website, please provide details and re-open the bug. Otherwise the issue is beyond the scope of this tracker.
