[Autofill] Address validation: Validator reports rules loaded even though region is not found

In working with AddressNormalizerImpl::OnAddressValidationRulesLoaded, I realized that 
this function was called with |success|==true, even if the region was not successfully loaded (say for a non-existent region key). The workaround seems to be to check
AreRulesLoadedForRegion(kNonExistentKey), which will return false, correctly.
