WebRTC video freeze in Chrome 56.0.2924

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Start a video Call
2. You have a low Wifi signal
3. The video that receive Chrome is Freeze

What is the expected behavior?
1. Start a video Call
2. You have a low Wifi signal
3. The video that receive Chrome is Freeze and must reconnect

What went wrong?
WebRTC video freeze 

Did this work before? Yes 56.0.2924

Chrome version: 61.0.3163.100  Channel: n/a
OS Version: OS X 10.13.1

luistiburcio@droiders.com, could you provide a bit more detail on the repro steps? Specifically, I am looking for how you start a video call. What site/service do you use?

We developed an APP based on https://appr.tc/, when the video call is started and one in it have a poor wifi connection, the image freezes, that does not happen in Firefox and Chrome's version before the update 56.0.2924.

the way to reproduce better this is doing a video call using a Google Glass Enterprise and the navigator, and the video of that receive from the glass is freeze on the navigator. this happens with others devices or PC but is more usual when one of them is a google Glass
We can do a test together to show you whats happen

Can you check if the issue you are having is the same as  bug  777548 ?
Also, can you check with Beta, Dev and/or Canary versions to see if the issue reproduces there?
 
It as an other Bug, Also, I check it the Canary version and happen the same.

It looks like this bug requires very specific hardware and software configurations to reproduce.
If you can reproduce using a desktop version of Chrome, perhaps you can use the following script to bisect the issue yourself in order to help us find out the cause for the problem.

Status: WontFix (was: Unconfirmed)
Due to lack of user response closing this issue, please raise a new issue if you come across the similar one in any of the latest chrome version.
