Regression: Buffering control on YouTube mis-positioned in Clank

What steps will reproduce the problem?
(1) Watch a video on Youtube mobile web site (fullscreen or not)
(2) Rotate phone to landscape orientation
(3) Compare to Chrome stable (62.0.3202.66)

What is the expected result?
Buffering indicator (blue line) extends only to the end of the video timeline. See buffering-actual.png

What happens instead?
Buffering indicator (blue line) extends to the right edge of screen.

Please use labels and text to provide additional information.
Recent regression in M-63 (compare to buffering-expected.png from M-62).
