Sign-in promo dismissed after saving a password

Chrome Version:  64.0.3247.0 (Official Build)
OS: desktop

What steps will reproduce the problem?
(1) In a clean profile open https://s.bootsnipp.com/iframe/d0A1k
(2) Save a password via submit or manual fallback

What is the expected result?
The bubble turns into Sign-in promo.

What happens instead?
It immediately disappears after it.
