Add metrics recording drops for all DnD entry points.

Drops to the "omnibox", "tab strip", and "tap strip new tab button" should be recorded.

FYI, we are now using the "Hotlist-Metrics" label for individual metrics, and refocusing the "Internals>Metrics" component for core metrics (infrastructure) work.
