Steps to reproduce:
1. Launch Chrome. 
2. Navigate to chrome://serviceworker-internals/
3. Try to resize the text area for "Log" and observe.
 
Actual Result: Unnecessary scroll bar is seen on resizing the empty text area.
Expected Result: Unnecessary scroll bar should not be seen on resizing the text area.

This is Regression Issue broken in M-61 and and Using the per-revision bisect providing the bisect results,
Good Build: 61.0.3141.0(Revision: 482154)
Bad Build: 61.0.3142.0(Revision: 482491)

You are probably looking for a change made after 482188 (known good), but no later than 482189 (first known bad).
