Regression:Chopped blue line focus is seen for notifications on tabbing

Chrome Version:64.0.3246.0/10059.0.0 dev-channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user -> Take any sample screenshot
(2)Click near Notifications to pop-up notification->Press Tab and Observe

Actual: Chopped blue line focus is seen
Expected:No such chopped focus should be seen.

This is a Regression issue as same is working fine in 62.0.3202.63/9901.49.0 beta channel Candy

Note: Issue is not seen in Linux,Windows OS

Tetsui-san, could take a look?

I can't reproduce this issue on eve and caroline. I assume this issue happens only on x1.0-scale-factor devices?

I think this is already fixed in 64.0.3252.0 by https://crrev.com/c/737503

The regression is caused by https://crrev.com/c/722303 which first landed in 64.0.3244.0 so I don't think we need any merge for that.
