Supervised User window stays on foreground on clicking www.chrome.com/manage or help center.

Issue description

Chrome Version:64.0.3247.0 f82a02e15b3f72736818cbc449df901b90622ecd-refs/heads/master@{#510691} (64-bit)

OS:Mac(10.12.6)


Steps to reproduce:

1.Launch Chrome ,click on avatar menu,click on Manage people,click on add person.
2.Now click on Learn More link of supervised user.
3.click on www.chrome.com/manage or help center and observe.


Actual Result: 	Supervised user window stays in foreground on clicking on www.chrome.com/manage or help center.
Expected Result:Supervised user window should not stay on foreground on clicking on www.chrome.com/manage or help center.

This is non-regression issue broken in 'M54' series i.e 54.0.2787.0.

Note:This issue is not seen in Windows and Linux. 
Kindly refer the expected attached file which is taken from Windows.

I'm not able to reproduce it with 64.0.3254.0

Can you reproduce all the time? Can you try with a newer version? Maybe it has been fixed since you tried.
