Blue line is not seen under 'Layers' section tab when it is selected.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now open 'Application' section from 'More tools' option 
3. Now click on 'Customize and control devtools' and go to 'More tools' and select 'Layers' and observe it 

Actual: Blue line is not seen under 'Layers' section tab when it is selected
Expected: Blue line should be seen under 'Layers' section tab when it is selected

This is regression issue, broken in ‘M 58’ and will soon update other info :
Good build:57.0.2987.129
Bad build: 58.0.2989.0

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2987.129 (Revision: 444944).
Bad build: 58.0.2989.0 (Revision: 445281).

You are probably looking for a change made after 445268 (known good), but no lat
er than 445269 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Summary: Blue line is not seen under 'Layers' section tab when it is selected. (was: Regression : Blue line is not seen under 'Layers' section tab when it is selected.)
Correction :
This is a non-regression issue, seen from M-57 series as 'Layers' option appears from build # 57.0.2928.0

Note : Issue is seen only when 'Layers' tab is added.

DevTools: Fix blue slider not appearing correctly on newly created tabs

When tabs are created but an overflow tab was selected, there might be
an invisible tab between two visible tabs.
