What steps will reproduce the problem?
(1) Run RebootStep

What is the expected result?
Be able to choose UI language from/to English/Chinese

What happens instead?
Only English remaining, language toggle button disappeared.

P.S. Only the first connection to Goofy has this problem.
If you refresh Chrome with Ctrl+R or F5, the Chinese option will come back.

I found these in /var/factory/log/factory.log:

[WARNING] goofy goofy_server.py:129 2017-10-19 07:17:30.778 File not found: /usr/local/factory/py_pkg/cros/factory/goofy/static/js/goofy-translations.js

The handlers of these two URLs should be added by function init_i18n in goofy.py.
