[css-typed-om] Expose CSSVariableReferenceValue to Javascript

We currently have an implementation of CSSVariableReferenceValue but it's not exposed to Javascript.

Hmm. I wonder if there's a reason for this? Does it work properly? If yes then this should be a good first bug.

um... CSSVariableReferenceValue was not exposed in my local build(64.0.3254.0)

Sorry, it looks like it is exposed. hs1217.lee, I think it's hidden behind a flag so you have enable experimental web platform features.
