Unable to reproduce this issue on reported version 62.0.3202.62 and on latest canary 64.0.3247.0 using Windows 10 with steps mentioned below. Attaching screen cast of same

1. Disabled mentioned features in commen#0.
2. Navigated to youtube and able to see video without any stuck.

@Reporter: Please check and the screencast and let us know whether we are missing any steps and also please let us know on which URL issue is seen.

Due to lack of user response closing this issue, please raise a new issue if you come across the similar one in any of the latest chrome version.
